The Special Medford Township Council Meeting of the above date was convened by Mayor Myers, followed by the salute to the flag and reading of the Open Public Meetings Act Statement.

Mr. Achey presented the bill list for payment.

 

Mr. Achey had previously entertained and answered questions with regard to the payment of the bills.  There being no further questions, the bill list was approved for payment as presented.

SOLICITOR’S REPORT

 

            Mr. Hunt stated that the special meeting had been called due to bond ordinances Kathy Burger, CFO is present to address any concerns.

             ORDINANCES FOR INTRODUCTION

 

            ORDINANCE 2008-22 “AN ORDINANCE OF THE TOWNSHIP OF MEDFORD, IN THE COUNTY OF BURLINGTON, NEW JERSEY, AMENDING ORDINANCE NO. 2005-14 OF THE TOWNSHIP FINALLY ADOPTED ON MAY 24, 2005, AUTHORIZING THE COMPLETION OF VARIOUS UTILITY CAPITAL IMPROVEMENTS; APPROPRIATING THE SUM OF $1,540,000 THEREFOR; AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS OR BOND ANTICIPATION NOTES IN THE AGGREGATE PRINCIPAL AMOUNT OF UP TO $1,463,000; MAKING CERTAIN DETERMINATIONS AND COVENANTS; AND AUTHORIZING CERTAIN RELATED ACTIONS IN CONNECTION WITH THE FOREGOING”

                       

            Mr. Martin moved for approval of the ordinance, advertisement and set date of August 26th, 2008, for public hearing, seconded by Mr. Lynn.

 

            Roll call vote for approval as follows: Mr. Lynn, aye, Mr. Martin, aye, Mrs. O’Brien, aye, Deputy Mayor Brown, aye, and Mayor Myers, aye.

 

            ORDINANCE 2008-23 “AN ORDINANCE OF THE TOWNSHIP OF MEDFORD, IN THE COUNTY OF BURLINGTON, NEW JERSEY, AMENDING ORDINANCE NO. 2008-18 OF THE TOWNSHIP FINALLY ADOPTED ON MAY 27, 2008, PROVIDING FOR VARIOUS CAPITAL IMPROVEMENTS AND RELATED EXPENSES IN AND FOR THE TOWNSHIP, APPROPRIATING $4,890,026 THEREFOR, AND AUTHORIZING THE ISSUANCE OF $4,503,026 IN GENERAL IMPROVEMENT BONDS OR NOTES OF THE TOWNSHIP TO FINANCE THE SAME”

                       

            Mr. Lynn moved for approval of the ordinance, advertisement and set date of August 26th, 2008, for public hearing, seconded by Deputy Mayor Brown.

            RESOLUTIONS

 

            RESOLUTION 147-2008 “Resolution Authorizing Medford Township to Apply for Funding Under the 2009 Municipal Alliance Program”

           

Mrs. O’Brien moved for approval of the resolution, seconded by Deputy Mayor Brown.

 

            Mayor Myers opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 148-2008 “Appointing Capital Financial Advisor, Inc.

           

Mr. Lynn moved for approval of the resolution, seconded by Mrs. O’Brien.

 

            Mayor Myers opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 149-2008 “Amending Contract for Pension Law Specialist”

           

Deputy Mayor Brown moved for approval of the resolution seconded Mr. Martin.

 

            Mayor Myers opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 150-2008 “Resolution of the Township of Medford, in the County of Burlington, New Jersey Authorizing the Sale of $16,750,000 Principal Amount of General Obligation Bonds, Series 2008 Consisting of $12,187,000 General Improvement Bonds and $4,563,000 Utility Bonds; and Authorizing Other Matters Relating Thereto”

           

Mr. Martin moved for approval of the resolution, seconded by Mr. Lynn.

 

            Mayor Myers opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

           

COMMUNICATION

 

            Mayor Myers brought up about the State of New Jersey’s bad law in reference to the limiting of RCA’s for affordable housing and that at the next meeting this would be discussed in executive session.

                                               

            OLD BUSINESS

 

            NONE

 

            NEW BUSINESS

 

            1.  Application for Roadway Permit for the South Jersey 82nd Airborne Division Association

 

            Mr. Martin made a motion to accept the above application for the 82nd Airborne Division Association, seconded by Deputy Mayor Brown. 

 

             Roll call vote for approval as follows:  Mr. Lynn, aye, Mr. Martin, aye, Mrs. O’Brien, Deputy Mayor Brown, aye, and Mayor Myers, aye.

           

PUBLIC

           

            Mr. Ray McCarty asked that any request by the seniors should go through the Senior Advisory Board first.  Mr. Achey advised that this would be taken care of.

 

            Mr. Ray McCarty also brought up concerns in reference to Recreation if they are moved to the township building.  Mr. Achey advised all avenues are being looked into before any decision is made.

 

            Mr. Martin moved to close the public portion of the meeting, seconded by Mr. Lynn. 

 

            The motion to close the public portion of meeting was duly made, seconded and affirmatively voted upon by all Council present.

 

            ADJOURNMENT

 

            There being no further business, Deputy Mayor Brown moved that the meeting be adjourned at 7:48 P.M., seconded by Mr. Martin with all members in agreement.
