The Medford Township Council Meeting of the above date was convened by Deputy Mayor Brown, followed by the salute to the flag and reading of the Open Public Meetings Act Statement.

            Public Session Minutes   May 27, 2008

 

            Mr. Martin moved for approval of the Public Session minutes of May 27, 2008.         The motion was seconded by Mr. Lynn.

 

            Roll call vote for approval as follows:  Mr. Lynn, aye, Mr. Martin, aye, Mrs. O’Brien, aye, Deputy Mayor Brown, aye, and Mayor Myers, aye.

 

            MANAGER’S REPORT

 

1.    Bill List           

 

Mr. Achey presented the bill list for payment.

 

Mr. Achey had previously entertained and answered questions with regard to the payment of the bills.  There being no further questions, the bill list was approved for payment as presented.

 

            ENGINEER’S REPORT

SOLICITOR’S REPORT

 

            NONE

 

            PUBLIC

 

            Aniko Somogyi, 66 Chairville Road, appeared before Council to express her concern regarding the use of pesticides on the farms in her area.  She said that the farmer is spraying Round-Up.  Ms. Somogyi listed some of the potential hazards she has learned through her research, and she would like the farmer is use organic products because of the proximity of the fields to the schools.  She is requesting funds to compensate the farmer for the reduction of his crops if he goes organic. 

 

            Council has agreed to look into Ms. Somogyi’s request and the validity of the information she has supplied.   

 

             ORDINANCES FOR INTRODUCTION

 

            ORDINANCE 2008-21 “AMENDING CHAPTER 32 OF THE TOWNSHIP CODE ENTITLED “ALARMS                       

 

            Mr. Martin moved for approval of the ordinance, advertisement and set date of July 22, 2008, for public hearing, seconded by Mrs. O’Brien.

 

            Roll call vote for approval as follows: Mr. Lynn, aye, Mr. Martin, aye, Mrs. O’Brien, aye, Deputy Mayor Brown, aye, and Mayor Myers, aye.

           

ORDINANCES FOR PUBLIC HEARING

 

ORDINANCE 2008-15 “AN ORDINANCE OF THE TOWNSHIP OF MEDFORD, COUNTY OF BURLINGTON, STATE OF NEW JERSEY, ESTABLISHING MINIMUM AND MAXIMUM SALARIES AND WAGES FOR OFFICERS AND EMPLOYEES OF THE TOWNSHIP OF MEDFORD

 

            Mr. Lynn moved for adoption of the ordinance, seconded by Mrs. O’Brien.

 

            Deputy Mayor Brown opened the meeting to the public.

 

            There were no public comments.

 

             Mr. Martin moved to close the public hearing, seconded by Mrs. O’Brien.

 

            Roll call vote to close the public portion as follows:         Mr. Lynn, aye, Mr. Martin, aye, Mrs. O’Brien, aye, Deputy Mayor Brown, aye, and Mayor Myers, aye.

            RESOLUTIONS

 

            RESOLUTION 124-2008 “Authorizing Renewal Option on Contract for Athletic Field Turf

           

Mrs. O’Brien moved for approval of the resolution, seconded by Mr. Martin.

 

            Deputy Mayor Brown opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            Mayor Myers resumed the meeting.

 

            RESOLUTION 125-2008 “Approving Renewal of Liquor Licenses 2008-2009

           

Mrs. O’Brien moved for approval of the resolution, seconded by Mr. Martin.

 

            Mayor Myers opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

            RESOLUTION 126-2008 “Approving request for Final Release of Performance Guarantee, Roland Aristone, Inc. (Cowpath Road) PBC-493

           

Mrs. O’Brien moved for approval of the resolution, seconded by Mr. Martin.

 

            Mayor Myers opened the meeting for public comments.

            RESOLUTION 127-2008 “Resolution Authorizing Medford Township to Apply for Funding Under the 2008 Garden State Historic Preservation Trust Fund Capital Preservation Grant Program

           

 Mrs. O’Brien moved for approval of the resolution, seconded by Deputy Mayor Brown.

 

            Mayor Myers opened the meeting for public comments.

            RESOLUTION 128-2008 “Resolution Authorizing Medford Township to Apply for Funding Under the 2008 Garden State Historic Preservation Trust Fund Historic Site Management Grant Program

           

 Mr. Martin moved for approval of the resolution, seconded by Deputy Mayor Brown.

 

            Mayor Myers opened the meeting for public comments.

            RESOLUTION 129-2008 “Amending the Township of Medford 2008 Year Municipal Budget by the Insertion of a Special Item of Revenue and Appropriation from the State of New Jersey, “Clean Communities Grant

           

 Deputy Mayor Brown moved for approval of the resolution, seconded by Mrs. O’Brien.

 

             Mayor Myers opened the meeting for public comments.

            RESOLUTION 130-2008 “Amending the Township of Medford 2008 Year Municipal Budget by the Insertion of a special Item of Revenue and Appropriation from the State of New Jersey, “Aggressive Driver Grant

           

            Mrs. O’Brien moved for approval of the resolution, seconded by Mr. Martin.

 

            Mayor Myers opened the meeting for public comments.

            RESOLUTION 131-2008 “Amending the Township of Medford 2008 Year Municipal Budget by the Insertion of a special Item of Revenue and Appropriation from the State of New Jersey, “Laser Mapping Grant

           

 Mrs. O’Brien moved for approval of the resolution, seconded by Mr. Martin.

 

            Deputy Mayor Myers opened the meeting for public comments.

            RESOLUTION 132-2008 “Amending the Township of Medford 2008 Year Municipal Budget by the Insertion of a special Item of Revenue and Appropriation from the State of New Jersey, “Cops In Shops Program

           

Mr. Martin moved for approval of the resolution, seconded by Deputy Mayor  Brown.

 

            Mayor Myers opened the meeting for public comments.

            RESOLUTION 133-2008 “Amending the Township of Medford 2008 Year Municipal Budget by the Insertion of a special Item of Revenue and Appropriation from the State of New Jersey, “Municipal Court Alcohol Education, Rehabilitation and Enforcement Fund

           

Mr. Lynn moved for approval of the resolution, seconded by Mr. Martin.

 

             Mayor Myers opened the meeting for public comments.

            RESOLUTION 134-2008 “Amending the Township of Medford 2008 Year Municipal Budget by the Insertion of a special Item of Revenue and Appropriation from the Walmart Corporation, “Traffic Control Equipment

           

Deputy Mayor Brown moved for approval of the resolution, seconded by Mr. Martin.

 

            Mayor Myers opened the meeting for public comments.

 

            There were no public comments.

 

            The motion for approval was duly made, seconded and affirmatively voted upon by all Council present.

 

COMMUNICATION

 

            Deputy Mayor Brown advised Council of the 5K Race to be held at the Chairville School on Saturday, June 14th from 9:00 AM to 12 noon.

 

            The Seniors’ Picnic will be held on Friday, June 13th.

                                   

            OLD BUSINESS

 

            NONE

 

            NEW BUSINESS

 

            1.  Solicitation on Road Permit – Taunton Volunteer Fire Company

                 Saturday, June 28th, 2008, 10:00 AM -2:00 PM and Sunday, June 29th, 2008,                         10:00 AM – 2:00 PM.

 

                 Deputy Mayor Brown moved to approve the road permit, seconded by Mrs. O’Brien with all members in agreement.   

 

            PUBLIC

           

            1.  Terry Palmer, Allen Avenue, suggested asking the farmer on Chairville Road, Mr. Good, to spray his fields on Saturday when the school children would not be present.

 

            2.  Bill Stauts, Maine Trail, questioned if farmers have to install a wind break to prevent the soil on the fields from eroding.

 

                Chris Noll responded that the farmers have to follow the regulations of the Soil Conservation Department. 

 

 

            Deputy Mayor Brown moved to close the public portion of the meeting, seconded by Mrs. O’Brien. 

 

            The motion to close the public portion of meeting was duly made, seconded and affirmatively voted upon by all Council present.

 

EXECUTIVE SESSION MEETING

 

            Mayor Myers advised that the purpose of the Executive Session is to discuss legal issues. 

 

            Resolution 135-2008 “Authorizing Executive Session”

 

            Medford Village East Project

           

Mr. Martin moved for approval of the resolution, seconded by Mrs. O’Brien. 

 

            The motion for approval to adjourn to Executive Session at 8:06 P.M. was duly made, seconded and affirmatively voted upon by all Council present.

 

            Mayor Myers provided that action will not be taken in Executive Session.

 

            RECONVENING OF MEETING

 

            Mayor Myers reconvened the meeting at 8:32 P.M.

 

            He reported legal issues had been discussed in Executive Session and that no action had taken place.

 

            ADJOURNMENT

 

            There being no further business Mr. Lynn moved that the meeting be adjourned at 8:35 P.M., seconded by Mr. Martin with all members in agreement.
