Medford Township Planning Board -Public Hearing- March 22, 2017

On January 17, 2017 the Township Council authorized by Resolution 32-2017, the Planning Board to undertake a preliminary investigation to determine whether the following areas of the Township, qualify as a “Non-Condemnation Redevelopment Area(s)” or alternatively “Rehabilitation Areas” according to the criteria set forth in N.J.S.A. 40A:12A-et.seq. of the Local Redevelopment and Housing Law (LRHL).

  1. The Fair Housing Opportunity: Tofamo area consists of Block 401, Lot 13.01 and Block 403, Lots 2 and 7;
  2. The Fair Housing Opportunity: Arc Wheeler area consists of Block 401, Lot 9.02;
  3. The Fair Housing Opportunity: Flying W area consists of Block 301, Lot 5.01, Block 303, Lots 1, 3, and 4; and
  4. The Fair Housing Trust Fund:  Trollinger/Key area consists of Block 302, Lots 14, 26, 27, 28, and 49.

Particularly, the Township Council has determined that it is in the best interest of the Township for the Planning Board to conduct such an investigation for parcels proposed to be included in Medford’s Fair Share Housing Plan to satisfy the Township’s constitutional obligation to provide a realistic opportunity for the Township’s regional share of affordable housing development within the Township.

Pursuant to this assignment mandated by the Township Council, the Planning Board engaged in the preparation of this preliminary investigation to determine whether the specified areas of the Township are in fact in need of Redevelopment, Without Condemnation, or Rehabilitation, in the alternative.

The Planning Board has prepared the preliminary “Need for Redevelopment, without Condemnation” and/ or “Rehabilitation Investigation”, which contains maps showing the boundaries of the potential Redevelopment and/or Rehabilitation areas and the location of properties included therein and provides a statement setting forth the basis for the investigation.

The Redevelopment Law requires the Planning Board to conduct a public hearing prior to making its determination on whether any of the referred Study Areas or portions thereof shall be designated as a “Non-Condemnation Redevelopment Area(s)” and/or “Rehabilitation Area(s) prior to making its determination.

The public hearing was held on March 22, 2017.

Copies of the aforesaid documents are available for public review at the Planning Office in the Medford Township Municipal Building located at 17 N Main Street, Medford, New Jersey 08055 and may be inspected by any interested party during regular business hours, normally 8:30 am to 4:30 pm.

Public Input  on PPE Zoning held at October 2016 Planning Board Meeting
The Township Council has requested that the Planning Board undertake an examination related to the suitability of current PPE (Parks & Public Education) Zoning regulations and make recommendations to Council for updates and modifications, with priority focused on uses, buffers and setbacks.

The PPE Zoning designation is utilized for areas in Medford where there is educational and recreational activities; including the operation of public and private elementary school facilities and quasi-public campground activities, as well as municipal buildings, churches, libraries and open space, parks and parkland and municipal infrastructure.

Members of the public were invited to attend the October 2016 Planning Board meeting for a public portion for input from residents.  Members of the public were afforded the opportunity to comment on any aspect of the current PPE Zoning regulations.  The meeting was archived for viewing via the Medford Township website:  http://www.medfordtownship.com/content/233/243/967/default.aspx
